EBRPHA owns and manages affordable housing communities across East Baton Rouge Parish. Apply to live in one of our communities and pay rent based on your income.
What is public housing?
Public housing is housing owned and managed directly by EBRPHA. Unlike the Housing Choice Voucher program — where you find your own landlord — public housing means you apply to live in one of EBRPHA's communities. If approved, you sign a lease directly with EBRPHA and pay an income-based rent.
EBRPHA manages 12 communities across East Baton Rouge Parish, offering a range of unit sizes and amenities. Each community has an on-site manager available to support residents throughout their tenancy.
- Stable, managed communities. EBRPHA handles maintenance, safety, and on-site support.
- Income-based rent. You pay a portion of your income — no more than 30% — toward rent.
- On-site managers. Community managers live in or near each property and are here to help.
- Support services. Residents have access to programs and initiatives through EBRPHA.

How it works
From application to move-in, here's what to expect when applying for public housing.
Apply when the waitlist opens
Public housing waitlists open periodically. When open, submit your application with household and income information.
Wait for selection
Your name is placed on the waitlist for your preferred community or communities. You'll be contacted when a unit becomes available.
Complete eligibility review
Attend an interview with EBRPHA staff. Provide income, household, and background documentation. Eligibility is confirmed at this stage.
Sign your lease & move in
Once approved and a unit is available, sign your lease with EBRPHA and get settled into your new community.

With the Housing Choice Voucher, you rent from a private landlord of your choice and EBRPHA pays a subsidy. Both offer income-based rent, but they operate separately with different waitlists.

Income limits are set by HUD and are based on the area median income for East Baton Rouge Parish. Eligibility is confirmed during the application review — contact EBRPHA or a housing counselor if you're unsure whether you qualify.
As a resident, you'll have access to on-site managers, EBRPHA support services, and community programs. You'll undergo an annual recertification to confirm your household income and composition. You're expected to maintain your unit and follow the terms of your lease.
Transfer requests may be considered based on unit availability, household need, and program policies. Contact your community manager or EBRPHA's main office to inquire about transfer options.
