Start with the Applicants section to review eligibility, then submit an application online or in person. When the Housing Choice Voucher waitlist is open, applications are date- and time-stamped to determine order.

The Housing Choice Voucher (HCV) program helps low- to moderate-income families afford safe housing in the private market. EBRPHA pays a portion of the rent directly to a participating landlord on your behalf.

Use the Check Waitlist link to enter your application details and view your current position. You can also sign up to be notified by email when the waitlist reopens or your status changes.

Eligibility is based on household income, family size, and citizenship or eligible immigration status. Income limits are set by HUD and vary by household size — full requirements are listed in the Applicants section.

Property owners can list available units, learn about guaranteed payments and inspections, and complete partner onboarding in the Landlords section. Our team supports you through every step.
